Family Services Manager, Operations (Human Services)

Location: San Diego County, California; must reside in San Diego County and work full-time in the office from 8am–5pm, Monday through Friday. The role may involve travel between East, Central, and South County offices, with possible hybrid eligibility after six months based on performance and business needs.

Salary: $75,900–$125,000 per year.

What you will do

• Lead, coach, supervise, and develop Housing Services Supervisors, Navigators, Case Managers, Program Assistants, and other assigned staff.
• Oversee Family Stabilization, Housing Support Program, and Refugee Housing Support Program services for CalWORKs participants experiencing housing instability or homelessness.
• Ensure consistent delivery of housing placements, transportation assistance, utility support, and other client-centered stabilization services.
• Monitor program performance, outcomes, expenditures, case documentation, data entry, and funding utilization.
• Prepare, analyze, and present housing, performance, and funding reports using Excel and other reporting tools.
• Develop operational policies, procedures, and internal controls while collaborating with landlords, shelters, service providers, county representatives, and community partners.

Requirements

• At least five years of experience in affordable housing, social services, or case management, including leadership or lead-worker responsibilities.
• Bachelor’s degree from an accredited U.S. college or university, certified foreign studies equivalency, or significant related experience in lieu of the degree.
• Strong proficiency in Homeless Management Information System (HMIS), housing data tracking and database systems, and Microsoft Office.
• Knowledge of low-income tenant rights, subsidy administration, homeless support networks, program compliance, and performance measurement.
• Strong strategic thinking, analysis, problem-solving, organizational leadership, communication, and collaboration skills.
• PCG does not sponsor newly hired foreign national workers for work authorization, including H-1B sponsorship.

Nice to have

• Bilingual ability in Spanish, Arabic, or another language commonly spoken by clients.
