Deputy Program Manager (Contingency)

Location: Washington, District of Columbia, United States; requires nationwide travel and deployment for disaster response and recovery operations.

What you will do

• Act as principal deputy to the Program Manager and assume responsibility for program operations during the manager's absence.
• Support execution of FEMA's Public Assistance Technical Assistance Contract and associated task orders.
• Coordinate surge staffing, workforce planning, deployment readiness, personnel tracking, and resource allocation across simultaneous disasters.
• Monitor performance, risks, schedules, budgets, deliverables, subcontractors, and contract compliance.
• Lead or support program reviews, readiness assessments, executive briefings, quality reviews, and corrective actions.
• Coordinate with FEMA leadership, contracting representatives, subcontractors, and other stakeholders to maintain operational continuity.

Requirements

• Bachelor's degree in business administration, emergency management, public administration, engineering, construction management, program management, or a related field.
• At least 10 years of progressively responsible experience in federal programs, disaster recovery, or emergency management, including at least 5 years in a leadership role.
• Demonstrated experience supporting FEMA programs or similarly complex federal emergency management operations.
• Knowledge of FEMA Public Assistance processes, grant management, Stafford Act authorities, 2 CFR Part 200, and the PAPPG.
• U.S. citizenship and ability to travel and deploy nationwide are required.
• Strong capabilities in KPI reporting, risk management, performance monitoring, change management, communication, and decision-making.

Nice to have

• PMP, CEM, AEM, FEMA PDS or APS, Lean Six Sigma, CCM, PE, CFM, or PMI-RMP certification.
• Master's degree in a related field.
• Experience with PA TAC, IA TAC, HMGP, FEMA Grants Manager, or Grants Portal.
• Experience managing subcontractors and geographically dispersed teams supporting multiple simultaneous disasters.
