Location: Washington, District of Columbia; U.S. citizenship required. The role supports nationwide disaster operations, including periodic travel, emergency activation periods, and deployment to remote or austere locations. End-Use Monitoring activities may include in-person inspections in Ukraine.

What you will do
- Lead day-to-day contract and task-order execution for FEMA’s Public Assistance Technical Assistance Contract.
- Direct nationwide surge operations, staffing, resource allocation, disaster deployment, tracking, and demobilization.
- Coordinate stakeholders and manage contract cost, schedule, performance, risks, and quality standards.
- Plan and support End-Use Monitoring activities, including inspections in Ukraine.
- Design monitoring tools, surveys, sampling plans, and digital data-collection methods.
- Oversee field supervision, data validation and analysis, reporting, dashboards, documentation, and compliance-ready records.
Requirements
- Bachelor’s degree in program management, logistics, business administration, engineering, or a related field, or equivalent experience.
- At least 15 years of program management experience, including managing multiple projects of comparable magnitude and complexity.
- Experience with FEMA Public Assistance delivery, grant management, disaster recovery operations, Stafford Act authorities, 2 CFR Part 200, and the FEMA Public Assistance Program and Policy Guide.
- Experience managing large-scale operations across multiple simultaneous federally declared disasters and geographically dispersed teams.
- U.S. citizenship and the ability to deploy to remote or austere locations are required.
- Strong leadership, communication, cost control, budgeting, risk management, organization, problem-solving, and compliance skills.
Nice to have
- PMP, CEM, AEM, FEMA PDS or APS, Lean Six Sigma, CCM, PE, CFM, or PMI-RMP certification.
- FEMA NIMS training, including IS-100, IS-200, IS-700, and IS-800.
- Master’s degree, subcontractor and local vendor management experience, and familiarity with FEMA quality management systems.
- FEMA cybersecurity, information security, records management, privacy, and PII training.
