Program Control Specialist V (Defense)

What you will do

• Oversee lifecycle finances, budgeting, forecasting, and reporting across fixed-price, cost-plus, and time-and-materials contracts.
• Align cost, schedule, and risk mitigation strategies with the Program Manager, Deputy PM, Senior Scheduler, IPT Leads, and Risk Management team.
• Integrate financial forecasts with risk management frameworks to perform Estimate at Completion and Estimate to Complete assessments.
• Guide and mentor junior Program Control Analysts and maintain consistency, accuracy, and compliance across financial deliverables.
• Prepare for and potentially lead the transition from a non-EVMS program to full EVMS implementation and formal certification.

Requirements

• Active Secret clearance.
• 12+ years of direct program control and financial analysis experience supporting major defense programs.
• Extensive experience with fixed-price, cost-plus, and time-and-materials contracts in the DoD domain.
• Advanced proficiency with EVM tools such as Cobra or Deltek MPM, Microsoft Excel, and integrated master schedule alignment.
• Experience implementing, managing, and leading projects through full EVMS compliance and certification processes.
• High adaptability, strong communication skills, and comfort working in an ambiguous, rapidly changing environment.
