Senior Program/Budget Analyst (Defense): Supporting budget formulation, execution, cost analysis, and financial planning for space vehicle development and acquisition programs with an accent on NRO and Department of Defense appropriations, acquisition lifecycle planning, and earned value management. Focus on building obligation and expenditure plans, analyzing contract execution, preparing congressional budget materials, and maintaining auditable defense program financial records.
Location: On-site in El Segundo, California; some domestic travel may be required.
Salary: $110,000–$130,000 per year, depending on experience.

What you will do
- Provide financial analysis support for Office of Space Launch appropriations, contracts, FTO transactions, and reimbursable JONs.
- Operate and update NRO financial tools and systems, including FIRsT, NExT, NFIS, TIER, TALON/STAR, EARL, and related tools.
- Establish obligation and expenditure plans, monitor fiscal-year execution, and analyze requirements, projects, offices, and appropriations.
- Perform earned value management analysis for NRO and Space and Missile Systems Center contracts.
- Support preparation of Congressional Budget Justification Books and Intelligence Program Budget Submissions.
- Maintain financial and programmatic records, consolidate GEAC reports, and draft funding documents.
Requirements
- Active TS/SCI clearance with CI polygraph is required.
- At least 10 relevant years of experience, including a minimum of 5 years of NRO experience.
- Bachelor’s degree required, preferably in mathematics, finance, engineering, business, accounting, or the sciences; additional experience may substitute for a four-year degree.
- Knowledge of Intelligence Community budgetary principles and procedures.
- Knowledge of acquisition management regulations, policies, procedures, major-system acquisition lifecycle resource planning, Acquisition Program Baselines, and PMPs.
- Proficiency in Microsoft Excel, Word, and PowerPoint, with excellent oral and written communication skills.
