TL;DR
Project Controls Specialist I (Primavera P6/Deltek Cobra): Providing cost, schedule, performance, and forecast analysis for federal project controls and DOE oversight activities with an accent on earned value management, baseline control, and compliance with DOE requirements. Focus on analyzing critical paths and variances, maintaining life cycle plans, and preparing management-level reports and recommendations.
Location: Carlsbad, New Mexico, United States; permanent onsite/local position. The role follows an anticipated 40-hour, 4/10 work schedule with no travel required.

What you will do
- Provide oversight and review of Operations Control Accounts, including cost, schedule, performance, and forecast information.
- Support development and maintenance of the Federal Site Life Cycle Plan.
- Review project plans, schedules, estimates, contractor baselines, and change control activities for completeness, accuracy, and DOE compliance.
- Analyze critical paths, float, logic, milestones, progress, forecast completion dates, earned value, cost variances, and schedule variances.
- Support monthly reporting, data validation, baseline reviews, project reviews, and change control meetings.
- Prepare analyses, briefings, reports, and recommendations for CTAC and Federal management, identifying risks and potential impacts.
Requirements
- Advanced skill in Oracle Primavera P6 schedule development and analysis.
- Working knowledge and proficiency in Deltek Cobra for reviewing and analyzing schedule and cost data.
- Advanced project controls experience covering cost analysis, cost estimating, earned value management, variance analysis, risk evaluation, contingency management, configuration control, and change control.
- Knowledge of planning, program and project baseline development and reporting in accordance with DOE Order 413.3B.
- Bachelor’s degree in physical science, engineering, a technical discipline, or a related field with 10 years of relevant project controls experience; or a master’s degree with five years of relevant experience.
- U.S. citizenship is required due to government contract and clearance requirements.
Nice to have
- Experience reviewing Operations and Minor Construction Project documentation in a DOE environment.
- Experience supporting Federal project management and oversight activities, including baseline reviews, monthly reporting, data validation, and management briefings.
