Project Controls Specialist (Refining)

Location: Onsite in Carson, California, at the Los Angeles Refinery. Available schedules are 9/80, 5/40, or 4/1; core business hours are 8 AM–3 PM, and after-hours calls are required once a month.

Salary: $106,900–$184,300 per year.

What you will do

• Prepare and manage project budgets, forecasts, cost reports, and variance analyses for projects ranging from $2MM to $100MM or more.
• Develop and maintain detailed schedules, integrating scope, cost, and schedule data and identifying schedule risks.
• Apply earned value management techniques and provide project performance metrics, dashboards, reports, and executive summaries.
• Identify and monitor risks and opportunities, develop mitigation plans and contingency budgets, and assess cost and schedule impacts of changes.
• Coordinate project controls activities with project management, engineering, procurement, construction, accounting, corporate groups, contractors, and other stakeholders.
• Maintain project controls standards, support audits and compliance activities, mentor junior staff, and improve project controls processes and tools.

Requirements

• High School Diploma or GED plus at least five years of project controls experience in the refining or petrochemical industry, OR a Bachelor's Degree in Engineering, Construction Management, or a similar field plus at least four years of project controls experience.
• Knowledge of project stage-gate and development processes, including stage-gate deliverables.
• Previous multidisciplinary estimating experience, field construction experience, and a track record of performance delivery.
• Proficiency in Microsoft 365, including Word, Excel, and Outlook, and working knowledge of Primavera P6.
• Strong verbal and written communication skills; ability to work independently in a fast-paced, collaborative environment.
• Ability to wear refinery PPE, including a respirator, physically perform field tasks, complete a hair drug test, and pass a physical examination.
• Valid driver's license and no more than 5% travel required.
• Must be legally authorized to work in the United States without requiring future visa sponsorship.
• Must be able to work one of the onsite schedules and handle after-hours calls once a month.

Nice to have

• Bachelor's Degree in Engineering, Construction Management, or a similar field.
• Both cost and scheduling experience.
