Project Controls Specialist - Cost & Scheduler (Refining): Managing budgets, forecasts, cost reports, and detailed schedules for capital and expense projects at a Los Angeles refinery with an accent on cost control, scheduling, earned value management, and project risk. Focus on integrating scope, schedule, and cost data, identifying performance and schedule risks, managing change controls, and delivering project dashboards and executive reports.

Location: Onsite in Carson, California, United States. Available schedules are 9/80, 5/40, or 4/1, with core business hours from 8 AM to 3 PM. After-hours calls are required once a month. Relocation is available.

Salary: $106,900–$184,300 per year.

What you will do

  • Prepare and manage project budgets, forecasts, cost reports, and variance analyses.
  • Develop and maintain detailed project schedules using industry-standard tools, including Primavera P6.
  • Integrate scope, schedule, and cost data and apply earned value management metrics such as CPI and SPI.
  • Identify project risks and opportunities, develop mitigation plans, and assess cost and schedule impacts of changes.
  • Produce progress reports, dashboards, executive summaries, and management review materials.
  • Collaborate with project management, engineering, procurement, construction, accounting, corporate groups, and contractors while mentoring junior project controls staff.

Requirements

  • At least five years of project controls experience with a high school diploma or GED, or at least four years with a bachelor's degree in engineering, construction management, or a similar field.
  • Refining or petrochemical industry experience, including cost and scheduling experience, is required.
  • Knowledge of project stage-gate and development processes, multidisciplinary estimating, field construction, and project delivery.
  • Proficiency in Microsoft Word, Excel, and Outlook, plus working knowledge of Primavera P6.
  • Must be legally authorized to work in the United States without future visa sponsorship.
  • Must be able to work onsite in Carson, wear refinery PPE including a respirator, perform field tasks, pass a hair drug test and physical, and hold a valid driver's license.
