TL;DR

Focus on analyzing integrated cost and schedule data, maintaining performance measurement baselines, preparing change control documentation, and supporting leadership recommendations under DOE Order 413.3B.
Location: Onsite in Carlsbad, New Mexico, United States; permanent full-time schedule of approximately 40 hours per week on a 4/10 work schedule. US citizenship is required.

What you will do
- Oversee, maintain, analyze, and report Earned Value data for Carlsbad Field Office participants.
- Develop and maintain the Federal Site Life Cycle Estimate and support monthly Performance Measurement Baseline integration.
- Serve as local backup Primavera Administrator, including user management, configuration control, data integrity monitoring, backups, and issue resolution.
- Use Primavera P6 and Cobra to analyze cost, schedule, and performance data for contractor control accounts.
- Prepare change and configuration control documentation, Fiscal Year Work Plans, and standard or ad hoc project controls reports.
- Provide pre-briefings, analyses, and recommendations to Carlsbad Field Office leadership while documenting contractor interfaces and contributing to training materials.
Requirements
- Expert-level Primavera P6 schedule development and analysis skills.
- Advanced project controls experience covering cost analysis, cost estimating, baseline development, reporting, Earned Value Management, variance analysis, and critical path analysis.
- Experience with risk, contingency, configuration, and change control, acquisition planning, and program or project integration.
- Bachelor’s degree in physical science, engineering, a technical discipline, or a related field with 15 years of relevant experience, or a master’s degree with 10 years of relevant experience.
- Ability to communicate and collaborate effectively with stakeholders and resolve complex project controls problems.
- Ability to work onsite permanently in Carlsbad, New Mexico, on a full-time 4/10 schedule; US citizenship is required.
Nice to have
- Advanced experience with Cobra cost management software.
- Experience supporting Carlsbad Field Office activities or control accounts associated with Los Alamos National Laboratory or Sandia National Laboratories.
- Experience with Federal Site Life Cycle Estimate development, One Enterprise Management System reporting, Performance Measurement Baseline integration, and Primavera P6 administration.
