TL;DR
HR Compliance & Immigration Manager (Biotech): Managing employment compliance, immigration programs, work authorization, regulatory reporting, and employee mobility programs with an accent on U.S. employment law, federal contractor requirements, and audit readiness. Focus on overseeing I-9 and E-Verify compliance, interpreting changing regulations, developing policies and training, and implementing process improvements across HR, Legal, Talent Acquisition, and external vendors.

Location: Hybrid role based at either the Durham, NC office or the Silver Spring, MD office, requiring at least three days per week in the office. In-office requirements may increase based on business needs.

Salary: $115,000–$155,000 per year, plus eligibility for short-term and long-term incentive programs.

What you will do

  • Advise HR leadership on employment, immigration, and workforce compliance risks and mitigation strategies.
  • Manage employment-based immigration programs, including case management, filing strategy, work authorization monitoring, record retention, and compliance.
  • Oversee Form I-9 and E-Verify processes, vendor support, audits, and corrective action plans.
  • Manage regulatory reporting, including California Pay Data, VETS-4212, pay transparency, and other required filings.
  • Oversee federal contractor compliance, affirmative action plans, Section 503, and VEVRAA obligations.
  • Administer domestic relocation programs, update policies and training, and implement automation and process improvements.

Requirements

  • 8+ years of progressive HR experience with a bachelor's degree, or 6+ years with a master's degree, including employment compliance, immigration, HR operations, or related programs.
  • At least one year of experience managing employment-based immigration programs and work authorization compliance.
  • At least one year of experience with regulatory reporting, compliance audits, and federal contractor compliance activities.
  • Knowledge of U.S. employment laws, employment-based immigration, Form I-9, E-Verify, Section 503, and VEVRAA.
  • Strong analytical, audit, project, program, vendor management, communication, and collaboration skills.
  • Proficiency with Microsoft Office applications, including Excel, Word, PowerPoint, Outlook, Teams, and SharePoint.

Nice to have

  • Master's degree in human resources, business administration, legal studies, or a related field.
  • Experience with HRIS systems, reporting tools, workflow automation, and process improvement.
  • Experience in a highly regulated industry.
  • PHR-HRCI or another related HR certification.
