Director - Project Controls & Pre-Construction

Location: United States; based out of the Columbia, Maryland or Knoxville, Tennessee offices

Base salary: $161,000–$233,000 per year, plus benefits and potential performance incentives, bonuses, commissions, or equity depending on the role.

What you will do

• Lead pre-construction activities, including estimating, bid development, constructability reviews, procurement strategy, and proposal support.
• Own estimating standards and validate pricing, bid leveling, schedules, risk registers, and pre-construction deliverables.
• Lead project controls covering cost tracking, forecasting, reporting, schedule management, milestones, and variance analysis.
• Partner with Finance on WIP tracking, cost-to-complete forecasting, budget-versus-actual analysis, and construction financial reporting.
• Provide hands-on support to complex or high-risk projects requiring recovery and performance stabilization.
• Standardize estimating, scheduling, and reporting processes while mentoring project controls, estimating, and scheduling teams.

Requirements

• Bachelor’s degree in Engineering, Construction Management, or a related field.
• At least 10 years of experience in project controls, pre-construction, or construction management.
• Ability to review confidential US security information and work in the United States.
• Experience with estimating, bidding and proposals, scheduling, cost controls, and construction financial management.
• Proficiency with project controls tools and Primavera P6 or equivalent scheduling systems; experience with Microsoft Project is also expected.
• Experience supporting complex construction or EPC projects, including Federal ESPC, EPC, or design-build delivery models.

• PMP, PSP, or CCP certification.
