TL;DR
Government Contracts Counsel (Government Procurement): Advising on federal, state, and local government procurement and contracting matters with an accent on FAR compliance, solicitation review, procurement risk, and contract vehicles. Focus on analyzing organizational conflicts of interest, supporting bid protests and disputes, interpreting emerging regulations, and translating complex legal requirements into practical business guidance.

Location: Alexandria, Virginia, United States. Work location may change based on client requirements.

Salary: $175,000–$250,000 per year in base pay, plus potential bonuses, overtime pay, and benefits.

What you will do

  • Advise on federal government procurement laws and regulations, including the FAR, agency supplements, procurement statutes, and relevant case law.
  • Review solicitations, requests for proposals, contract requirements, and procurement strategies to identify legal, regulatory, compliance, and business risks.
  • Support proposal and business teams with procurement requirements, representations and certifications, acquisition strategies, and proposal risk.
  • Advise on high-risk contractual provisions, including indemnification, liability, intellectual property and data rights, cybersecurity, audit rights, pricing, termination, and regulatory flow-downs.
  • Support bid protests, procurement disputes, claims, investigations, and other government contracting matters.
  • Support expansion into state and local government contracting and develop procurement policies, templates, playbooks, training, and compliance guidance.

Requirements

  • Juris Doctor degree from an accredited law school and active membership in good standing in at least one U.S. state bar.
  • At least eight years of relevant legal experience, including substantive experience with federal government procurement and government contracts law.
  • Strong knowledge of the FAR, federal procurement laws, government contract compliance, solicitations, proposals, contract terms, and procurement risk.
  • Experience with organizational conflicts of interest, procurement integrity, ethics, bid protests, claims, procurement disputes, and government contractor compliance.
  • Ability to obtain and maintain a security clearance.
  • Strong legal research, analysis, drafting, negotiation, communication, judgment, and cross-functional collaboration skills.

Nice to have

  • Experience as in-house counsel for a government contractor, in a government contracts law-firm practice, or in a federal government legal or procurement role.
  • Familiarity with GSA Multiple Award Schedules, OASIS+, GWACs, IDIQs, BPAs, and other acquisition vehicles.
  • Experience with state and local procurement, pricing requirements, cost or pricing data, subcontracting, cybersecurity, data rights, artificial intelligence, and supply-chain risk.
