Government Contracts Manager

Location: Herndon, Virginia, United States. U.S. citizenship and an active U.S. Government security clearance, or the ability to obtain and maintain one, are required.

Salary: $107,000–$157,300 annually for the Washington, DC metropolitan area. The position is incentive eligible.

What you will do

• Manage the lifecycle of prime contracts, subcontracts, task orders, modifications, and related documents.
• Negotiate, administer, and ensure compliance for FAR Part 12 contracts, OTAs, GSA agreements, and commercial technology transactions.
• Draft and negotiate software and data licenses, subscription and services agreements, Teaming Agreements, NDAs, reseller agreements, and partner contracts.
• Assess and mitigate organizational conflicts of interest, contractual risks, data rights, intellectual property, security requirements, and flow-down provisions.
• Advise Legal, Finance, Sales, Business Development, Security, Product, and Program Management stakeholders on contract strategy and issue resolution.
• Maintain contract records, support audits and compliance reviews, and develop contracting processes, templates, playbooks, and training materials.

Requirements

• At least 10 years of experience in government contracts, contracts management, or a related field.
• Significant experience with FAR Part 12 contracts, prime contracts, subcontracts, government procurement, and OTAs.
• Experience with software licensing, data licensing, technology agreements, Teaming Agreements, NDAs, OCI requirements, and GSA Schedule administration.
• Strong knowledge of contract interpretation, negotiation, compliance, and administration.
• U.S. citizenship and an active U.S. Government security clearance, or the ability to obtain and maintain one.
• Excellent communication, organizational, negotiation, prioritization, and independent judgment skills.

Nice to have

• Experience in aerospace, defense, intelligence, geospatial, software, data, or technology companies.
• Experience with intellectual property, data rights, artificial intelligence, or cloud services transactions.
• Familiarity with government cybersecurity, supply chain, export control, and intellectual property requirements.
• NCMA CPCM, CFCM, or equivalent certification and a relevant bachelor's degree.
