TL;DR
Director, Research Development (Communications and Cybersecurity): Developing research and commercial opportunities for a communications and networks center with an accent on sponsor relationships, proposal development, and cybersecurity-focused network systems. Focus on building technical requirements and system designs, leading multi-agency research proposals, and executing funded projects with government and commercial partners.

Location: Bryan, Texas, United States; onsite role with frequent travel to campuses and university and state agencies in Texas.

What you will do

  • Lead strategic relationships with research sponsors, partners, vendors, commercial customers, government agencies, and industry groups.
  • Monitor RFIs, RFPs, and other solicitations, then lead research and commercial proposal development.
  • Prepare solution narratives, statements of work, budgets, schedules, technical requirements, and system designs.
  • Serve as PI, Co-PI, or collaborator on research and commercial projects and lead project interactions with sponsors and partners.
  • Conduct research, execute deliverables, and produce project reports and other required artifacts.
  • Represent the center at conferences, professional publications, standards committees, and advisory boards as assigned.

Requirements

  • Bachelor's degree in electrical engineering, computer science, or a related field involving communications, networks, interoperability, or cybersecurity.
  • At least seven years of experience in communications systems and networks research, design, operations, or business development, including five years of management experience.
  • Successful experience developing projects for government agencies or commercial businesses, writing winning proposals, and conducting the resulting research or contract work.
  • Deep understanding of complex voice, data, and video networks, including interoperability and cybersecurity.
  • U.S. citizenship is required; a U.S. passport and willingness and ability to travel domestically and internationally are required.
  • Must have or be eligible and willing to obtain at least a Secret-level U.S. security clearance.

Nice to have

  • Master's or PhD in engineering, computer science, or a related communications and network interoperability or cybersecurity field.
