Senior Program Manager (Federal Modernization)

Location: Suitland, Maryland (Hybrid); listed locations also include McLean, Virginia and the Virginia, DC, Maryland Metro Area. U.S. citizenship and the ability to obtain and maintain a Public Trust are required.

Salary: $160,000–$220,000 annually, depending on experience.

What you will do

• Lead execution and operational oversight for a large federal BPA supporting multiple task orders and delivery teams.
• Manage program financials, forecasting, staffing, subcontractors, contractual compliance, integrated schedules, risks, dependencies, and audits.
• Drive application modernization, cloud transformation, open-source migration, DevSecOps enablement, AI/ML solutions, and large-scale data modernization.
• Coordinate system-of-systems integration across vendors, platforms, programs, and interdependent systems.
• Align multiple Agile/Scrum teams with SAFe practices, KPIs, SLAs, QASP requirements, and customer expectations.
• Lead executive stakeholder engagement, reporting, issue escalation, decision support, and mentoring for program and delivery teams.

Requirements

• U.S. citizenship and ability to obtain and maintain a Public Trust clearance.
• 20+ years of experience in program management, federal delivery leadership, or enterprise modernization.
• Experience managing large-scale federal BPAs, task orders, or enterprise transformation programs.
• PMP certification and experience leading Agile at scale, including SAFe and multiple Agile teams.
• Experience with cloud transformation, AI/ML-enabled solutions, data platforms, DevSecOps, CI/CD, distributed systems, and system-of-systems integration.
• Knowledge of federal compliance and security requirements including FAR, NIST, FedRAMP, FISMA, Zero Trust, MFA, secure SDLC, ATO processes, KPIs, SLAs, and QASP alignment.

Nice to have

• Experience supporting large-scale federal modernization programs and complex federal cloud transformations.
• Experience with AI/ML-enabled operational or analytics platforms.
• Agile, SAFe, cloud, or DevSecOps certifications.
