What you will do
- Lead execution and operational oversight for a large-scale federal BPA covering multiple task orders and delivery teams.
- Manage program financials, forecasting, staffing, subcontractors, contractual compliance, integrated schedules, risks, and dependencies.
- Drive application modernization, cloud transformation, open-source migration, DevSecOps enablement, and AI/ML-enabled data initiatives.
- Oversee system-of-systems integration across vendors, platforms, programs, and interdependent systems.
- Coordinate multiple Agile/Scrum teams using SAFe or scaled Agile frameworks and align delivery with KPIs, SLAs, QASP requirements, and customer expectations.
- Lead executive stakeholder engagement, reporting, issue escalation, decision support, mentoring, and delivery accountability.
Requirements
- U.S. citizenship and the ability to obtain and maintain a Public Trust clearance are required.
- 20+ years of experience in program management, federal delivery leadership, or enterprise modernization.
- Experience managing large-scale federal BPAs, task orders, enterprise transformation programs, and multi-contractor environments.
- PMP certification and experience with Agile at scale, including SAFe and coordination across multiple Agile teams.
- Experience with cloud transformation, distributed systems, AI/ML-enabled solutions, data modernization, system-of-systems integration, DevSecOps, CI/CD, and secure delivery.
- Knowledge of NIST, FedRAMP, FISMA, Zero Trust, MFA, secure SDLC, ATO processes, FAR compliance, and tools including Jira, ServiceNow, MS Project, and Confluence.

- Experience supporting large-scale federal statistical or similarly complex modernization programs.
- Agile, SAFe, cloud, or DevSecOps certifications.
