TL;DR
Aviation Program Management Lead (Airport Capital Programs): Leading airport capital improvement programs from setup through closeout with an accent on scope, schedule, budget, procurement, and stakeholder coordination. Focus on designing program management plans, resolving public-sector procurement challenges, leading pursuit and delivery teams, and managing active construction-site work.

Location: Fort Worth, Dallas, Austin, Houston, or San Antonio, Texas; hybrid schedule with up to 40% remote work and regular field work at active construction sites and field offices.

What you will do

  • Lead airport capital improvement programs from setup through closeout, aligning scope, schedule, budget, and stakeholder expectations.
  • Develop program management plans covering work descriptions, schedules, budgets, M/W/DBE participation, communications, public involvement, procurement, and construction management.
  • Guide delivery-method selection and contract-document strategy while resolving complex public-sector procurement issues.
  • Manage internal and client budgets in line with municipal and airport budgeting processes.
  • Build and lead pursuit and delivery teams, coordinating internal groups and teaming partners.
  • Strengthen aviation-community relationships and standardize right-sized program approaches and aviation best practices.

Requirements

  • Bachelor’s degree in engineering, architecture, building construction, construction management, or equivalent practical experience.
  • Professional Engineer (PE) license or Registered Architect credential.
  • Certified Construction Manager (CCM) or Project Management Professional (PMP) certification.
  • At least 10 years of direct management experience in an aviation department or aviation capital improvement programs.
  • Ability to travel as needed and work independently on construction sites and from field offices.

Nice to have

  • Experience developing QA/QC processes and goals across multi-project programs.
  • Success leading pursuit strategies and preparing SOQ and RFP responses.
  • Experience creating region-specific aviation marketing or growth plans and supporting client engagement.
  • Participation in professional organizations, including technical presentations or leadership roles.
  • Experience acting as an extension of client staff and coordinating complex stakeholders.
