TL;DR
Project Procurement Manager - Capital Projects (Chemical Manufacturing) (Capital Procurement): Developing and executing procurement strategies for chemical manufacturing capital projects, plant expansions, maintenance, environmental compliance, and major initiatives with an accent on sourcing, contracting, supplier management, and commercial risk. Focus on negotiating complex equipment, construction, and EPC/EPCM contracts, developing bid-ready scopes, and controlling lifecycle cost, claims, and project execution from FEL-1 through closeout.

Location: Remote within the United States; primary procurement liaison for capital projects at the Parkersburg, West Virginia site. Immigration sponsorship is not available for this position.

Annual pay range: $126,067–$196,980; annual bonus target: 14%.

What you will do

  • Lead end-to-end procurement for capital projects from FEL-1 through project closeout, including sourcing, bidding, contracting, logistics, and supplier management.
  • Develop procurement strategies for plant expansions, maintenance, turnarounds, asset integrity, environmental compliance, regulatory initiatives, and major capital programs.
  • Partner with project management, engineering, construction, EPC/EPCM providers, finance, legal, risk management, manufacturing stakeholders, and suppliers.
  • Manage competitive bids, commercial evaluations, negotiations, and contract awards for process equipment, engineered materials, construction services, and EPC/EPCM contracts.
  • Select contracting models such as lump sum, unit rate, time and materials, reimbursable, EPC, and EPCM based on scope, risk, cost, and schedule.
  • Improve procurement performance by reducing lifecycle costs, mitigating commercial risk, improving supplier performance, and minimizing change orders and claims.

Requirements

  • Bachelor’s degree in supply chain, business, engineering, construction management, or a related field.
  • 8+ years of procurement, sourcing, supply chain, or commercial contracting experience, including 5+ years supporting capital projects in chemical, petrochemical, refining, energy, manufacturing, industrial, or related environments.
  • Experience supporting capital projects exceeding $5 million.
  • Experience leading complex supplier negotiations and managing commercial risk across equipment, materials, services, EPC/EPCM, and construction scopes.
  • Experience developing construction package and contracting strategies, bid-ready scopes of work, commercial evaluation models, and procurement execution plans.
  • Strong project data analysis, procurement metrics, market intelligence, reporting, and Microsoft Excel skills; willingness to follow hirify.global values and procurement procedures.

Nice to have

  • MBA, CPSM, CPSD, PMP, or a similar professional certification.
  • Experience with EPC/EPCM and construction contracting, major equipment procurement, and capital project execution models.
  • Experience developing FEL-stage procurement strategies, construction bid packages, sourcing playbooks, supplier segmentation, and procurement performance dashboards.
  • Experience supporting annual capital portfolios exceeding $100 million and a technical, engineering, construction management, chemical manufacturing, or related industrial background.
  • Experience with SAP, contract management software, Microsoft Office, and Copilot.
