TL;DR
National Industrial Security Program Lead/Manager (NISP): Managing the day-to-day administration of a facility’s National Industrial Security Program with an accent on NISPOM compliance, classified information protection, personnel security, and DCSA coordination. Focus on conducting self-inspections, addressing vulnerabilities, coordinating insider-threat activities, and maintaining security procedures for classified operations.

Location: Full-time onsite in Columbia, Maryland, United States. Travel is less than 5%.

Salary: $94K–$140K annually.

What you will do

  • Manage the facility’s National Industrial Security Program and implement 32 CFR Part 117, DCSA guidance, contract security requirements, and applicable government policies.
  • Establish controls for the receipt, handling, access, transmission, storage, safeguarding, and disposition of classified information.
  • Manage personnel security activities, including eligibility, access authorization, need-to-know, briefings, debriefings, and security training.
  • Assess security risks, conduct self-inspections, identify vulnerabilities, develop corrective actions, and report findings to management.
  • Coordinate with the DCSA Industrial Security Representative, Insider Threat Program Senior Official, Information System Security, and Information Technology teams.
  • Investigate and report security incidents, foreign contacts or travel, adverse information, and other insider-threat indicators.

Requirements

  • U.S. citizenship and active TS/SCI eligibility are required, with the ability to maintain eligibility.
  • Bachelor’s degree and 8–10 years of experience.
  • Completion of FSO Program Management for Possessing Facilities.
  • Experience supporting U.S. Government clients and using security business integrated management systems such as Sign-In-Compliance, Sign-In Enterprise, or SIMS.
  • Knowledge of NISPOM, DCSA requirements, classified information protection, and industrial security procedures.

Nice to have

  • Proficiency with DISS, NBIS, NISS, DD Form 254 requirements, and classified contracts or subcontracts.
  • Experience with vulnerability assessment and remediation, security reporting, records management, and employee training.
  • Prior experience as an FSO, AFSO, CPSO, security specialist, or industrial security professional in defense, aerospace, or government contracting.
  • ISP certification or relevant CDSE training and certifications.
