TL;DR
Facility Security Officer (AI): Building and operating Cognition’s industrial security program for federal business, with an accent on facility clearances, personnel security, insider threat management, and NISPOM compliance. Focus on establishing the FCL, administering TS/SCI clearance processes, preparing for DCSA assessments, and supporting classified and CUI environments.
Location: On-site in Washington, D.C., United States; occasional travel to other Cognition offices and customer sites is required.

What you will do
- Serve as the appointed Facility Security Officer under 32 CFR Part 117 and establish, maintain, and administer the facility clearance with DCSA.
- Manage the personnel security clearance lifecycle, including investigations, adjudications, reinvestigations, continuous vetting, indoctrinations, and debriefings.
- Establish the insider threat program as ITPSO and manage required training, monitoring, and reporting.
- Prepare for DCSA vulnerability assessments and annual self-inspections, then drive remediation and continuous readiness.
- Develop security education, classified information safeguarding, visit authorization, classified meeting, courier, and closed-area procedures.
- Partner with federal sales, engineering, legal, people operations, IT, and security engineering on contract execution, clearance forecasting, classified work, and CUI controls.
Requirements
- Active U.S. Government security clearance at TS/SCI level.
- At least 5 years of industrial security experience under the NISP, including at least 2 years as an appointed FSO or Assistant FSO at a cleared defense contractor or technology company.
- FSO Program Management for Possessing Facilities certification, or Non-Possessing certification with willingness to complete the Possessing curriculum, plus current ITPSO training.
- Hands-on proficiency with DISS, NISS, NBIS/eQIP, and SF-86 processing.
- Working knowledge of 32 CFR Part 117, SEAD 4, SEAD 3 reporting, DD Form 254 administration, DCSA reviews, self-inspections, and remediation.
- Strong written communication skills and the ability to work on-site in Washington, D.C.
Nice to have
- Experience establishing an FCL or security program at a startup or company entering the federal market.
- ISP certification, CDSE FSO curriculum completion, or experience with SCI/SAP security programs as CSSO or CPSO.
- Experience supporting software or cloud companies pursuing FedRAMP, DoD IL5/IL6, or classified cloud deployments.
