TL;DR
Cost Analyst/Estimator - ALL LEVELS (Aerospace): Developing cost estimates and analytical models for space vehicle development and acquisition programs supporting the Department of Defense and Intelligence communities, with an accent on parametric estimating, statistical analysis, and cost-risk assessment. Focus on building estimating models, analyzing program cost performance, and documenting uncertainty, work breakdown structures, and base- and then-year results.

Location: On-site in Chantilly, Virginia, United States

Salary: $90,000–$150,000 per year, depending on education and experience.

What you will do

  • Develop software, parametric, analogy, and launch-system cost estimates.
  • Collect and normalize data, develop cost models, and apply regression, Monte Carlo risk, and cost-improvement-curve analysis.
  • Perform analytical work for major U.S. Government acquisition programs.
  • Lead assigned project or task deliverables and coordinate with customers, portfolio managers, program control staff, and industry representatives.
  • Prepare and maintain estimate documentation covering inflation assumptions, risk and uncertainty, work breakdown structures, and base- and then-year results.
  • Monitor cost performance against plans to support cost and schedule objectives.

Requirements

  • Active Top Secret clearance with the ability to upgrade to SCI and pass a Counterintelligence polygraph is required.
  • Bachelor’s degree required, preferably in mathematics, engineering, business, or the sciences; equivalent education and space-systems experience may be considered.
  • Experience may range from 0–11 years with a bachelor’s degree, 0–9 years with a master’s degree, or 4–15 years of space-systems experience with a high school diploma/GED.
  • Proficiency in cost analysis, statistical analysis, WBS development, risk analysis, and Microsoft Office applications.
  • Strong understanding of systems development, systems engineering, technical relationships, engineering trades, technology maturity, and risk.
  • Knowledge of DoD acquisition policies, project management processes, and the DoD budget cycle.

Nice to have

  • Experience with the National Reconnaissance Office or other federal government agencies.
  • NRO, DoD acquisition, and space-systems experience.
  • Certification in cost estimating from a recognized professional society or educational organization.
  • Experience using R, Python, or Tableau for recurring analysis.
  • Knowledge of quantitative analytical techniques.
