Financial Specialist (DoD Financial Management)

Location: On-site in San Diego, California

Salary: $80,000–$125,000 per year, commensurate with experience, qualifications, and credentials.

What you will do

• Establish obligation and expenditure plans for active-year appropriations and monitor execution throughout the fiscal year.
• Analyze budget execution at the requirement, office, sub-project, project, and appropriation levels.
• Maintain financial and programmatic records across execution years and the Future Years Defense Program.
• Manage unliquidated obligations, contract reconciliation, and closeout activities.
• Develop, train, brief, integrate, correlate, and analyze all phases of the PPBE process across DoD portfolios.
• Compare program office C/O/E records with USG accounting records, identify discrepancies, determine root causes, and recommend corrective actions.

Requirements

• At least three years of experience in DoD financial management supporting federal government acquisition programs.
• Experience with space acquisition and Commitment, Obligation, and Expenditure reconciliation activities.
• Knowledge of DoD acquisition processes, regulations, policies, and defense-system lifecycle planning.
• Proficiency in Microsoft Office applications, including Excel, Word, Access, and PowerPoint.
• Experience with USSF/AF financial systems, budget analysis, program development, schedule tracking, and financial resource execution.
• Ability to obtain a DoD Secret clearance. Bachelor’s degree required, preferably in math, engineering, business, or the sciences.

Nice to have

• Experience with major system acquisition lifecycle resource planning, PMRs, and Acquisition Program Baseline development.
• DAWIA BUS-FM Practitioner, DoD FM Certification Level III, Certified Defense Financial Manager, or equivalent certification.
