Program/Budget Analyst - PNT

Location: Aberdeen Proving Ground, Maryland, United States; on-site

Salary: $140,000–$180,000 annually

What you will do

• Formulate, justify, present, and execute annual program spend plans.
• Monitor, track, and analyze Army RDT&E and Procurement obligations and expenditures.
• Participate in monthly, mid-year, and year-end budget reviews and closeout activities.
• Support PM PNT program and product meetings, acquisition milestone decisions, POM development, and program management reviews.
• Identify programmatic and financial risks, recommend mitigation actions, and provide guidance on acquisition and financial policies.
• Develop and update P-forms, R-forms, APBBs, Congressional RFIs, acquisition strategies, program baselines, test strategies, and sustainment plans.

Requirements

• Active DoD Secret security clearance required.
• Eligible to work in the United States.
• Bachelor’s degree in business, finance, management, engineering, or a related discipline.
• Ten or more years of experience supporting Army Commands, CPE, or PM acquisition pathway programs in program or budget analysis or PPBE-related functions.
• Working knowledge of Fiscal Law, AAF pathways, AR 70-1, DoD FMR 7000.14-R, and the DoDI 5000 series.
• Proficiency with Microsoft Office Suite and experience with Army financial and program management applications such as PMRT, PDAA, CCaR, and MAR.
