Budget Analyst B-52 Div (WBD)

What you will do

• Provide financial management support for the B-52 Stratofortress Division and the broader directorate portfolio, including financial analysis, cost estimating, program integration, and budget execution.
• Monitor USAF funding through congressional actions, program authorization, budget authority, reprogramming, realignment requests, and appropriation policy.
• Maintain forecasts and financial records in Web CCaR, reconcile transactions, review MIPRs and MORDs, and support audit readiness and year-end closeout reporting.
• Prepare and present monthly financial execution reviews, cost estimates, briefings, reports, and recommendations for program managers, government personnel, and senior leadership.
• Develop life-cycle, annual, biennial, what-if, source-selection, should-cost, CAIV, and other economic analyses using analogy, grassroots, and parametric estimating methods.
• Analyze contractor and supplier cost proposals and earned-value data, support acquisition planning, and coordinate compliance reviews, audits, and funding strategies across multiple organizations.

Requirements

• Active or current Secret security clearance verifiable in DISS is required.
• Master’s or doctorate degree plus 10 years of relevant experience, including 5 years in DoD; or bachelor’s degree plus 12 years, including 5 years in DoD; or 15 years of directly related experience with required certifications, including 8 years in DoD.
• Proficiency with MOCAS, GAFS, SMART, PMRT, CRIS, ABSS, DTS, SDW, EDA, FMSuite, CCaR, and Web CCaR.
• Experience with Web CCaR forecasting, reconciliation, budget loading, target loads, and preparation of PRs, MORDs, MIPRs, AF Form 616s, and purchase orders.
• Knowledge of appropriation law, the PPBE process, FMR 7000.14R, applicable Air Force financial regulations, and MIPR/MORD policies.
• Experience with cost-estimating tools such as Automated Cost Estimating Integrated Tools, PRICE TruePlanning, Constructive Cost Model, Oracle Crystal Ball, AFTOC, and REMIS.
