Senior Project Cost Analyst (Transmission)

Location: Hybrid role in Baltimore, Maryland, United States

Salary: $85,600–$117,700 per year; eligible positions may receive a 15% annual bonus.

What you will do

• Develop and validate conceptual and preliminary cost estimates for major transmission capital projects during early project initiation and feasibility.
• Build cash flow forecasts aligned with preliminary schedules for near-term funding and long-range capital planning.
• Integrate cost, scope, schedule, contingency, escalation, and risk information to support project readiness and capital decisions.
• Analyze cost drivers, trends, budget variances, forecasts, accruals, and actuals, translating findings into actionable recommendations.
• Coordinate with Project Management, Engineering, Planning, Scheduling, Estimating, Investment Strategy, and Finance to validate inputs and improve estimate quality.
• Prepare governance materials, approval packages, performance reports, and decision-ready cost information for leadership and stakeholders.

Requirements

• Bachelor's degree in Business, Finance, or a technical field with 4–7 years of related experience, or 6–9 years of relevant business experience in lieu of a degree.
• Experience supporting early-stage project initiation or feasibility and developing cost estimates with limited scope definition.
• Strong understanding of parametric, analogous, and bottom-up estimating methodologies, including assumptions, uncertainty ranges, contingency, escalation, and risk-informed estimating.
• Experience with project cost tracking, financial analysis, forecasting, budgeting, cash flow projections, variance analysis, and risk identification.
• Advanced proficiency in Excel and standard business applications; experience with estimating or project systems such as WinEst, Asset Suite 8, WPT, CIS, or EPS.
• Experience in regulated utility or capital project environments, particularly transmission, distribution, gas, or substation projects, and the ability to work effectively in a matrixed environment.

Nice to have

• Advanced degree in Finance or a related field.
• 5–8 years of project cost tracking experience in the electric or gas transmission, distribution, or substation industry.
• Experience developing and presenting business cases to business unit leadership.
