TL;DR
Regulatory Consultant (Pricing and Analysis) (Electric Utility Regulation): Supporting base rate case pricing witnesses by analyzing revenue requirements, cost of service, and rate design with an accent on large-scale Excel data manipulation and regulatory strategy. Focus on developing testimony, resolving complex regulatory problems, preparing witnesses for hearings, and defending pricing decisions before regulatory bodies.

Location: On-site in the Tulsa, Oklahoma office; occasional travel to hearings, Commission Staff and stakeholder meetings, training, and other regulatory events is required.

Salary: $74,551.00–$93,188.50 per year, plus an annual bonus.

What you will do

  • Support regulatory base rate case pricing witnesses in revenue requirement, cost-of-service, and rate-design matters.
  • Manipulate and analyze large amounts of data in Excel spreadsheets.
  • Facilitate the development of direct and rebuttal testimony, discovery responses, Commission audit responses, and witness preparation.
  • Prepare and present complex regulatory subjects and strategies to management and regulatory bodies.
  • Identify and resolve specialized problems involving inadequate or conflicting data and develop solutions with system-wide impact.
  • Support hearings, Commission meetings, stakeholder events, and regulatory filings, including mandatory on-call coverage when needed.

Requirements

  • Bachelor’s degree and 2 years of relevant field, operations, or analytical experience; alternatively, an associate degree and 6 years of experience, or a high school diploma/GED and 8 years of experience.
  • Proficiency with spreadsheets is required.
  • Strong written and oral communication skills, including the ability to articulate strategy and guide management and witnesses.
  • Analytical problem-solving skills are required.
  • Ability to work independently in a complex regulatory environment and make accountable decisions based on calculated risk.
  • Availability for mandatory on-call requirements over weekends, holidays, and vacations as necessary to meet regulatory deadlines.

Nice to have

  • Master’s degree in a relevant area.
  • CPA, Certified Internal Auditor, Professional Engineer, or similar certification or licensure.
  • Knowledge of electric utility regulation, utility ratemaking, rate design, regulatory commission processes, reliability obligations, environmental compliance, and legislative or regulatory policy.
