TL;DR
Senior Program Manager (Defense): Leading large U.S. Department of Defense programs across planning, execution, financial performance, technical delivery, and customer relationships with an accent on earned value management, acquisition strategy, and cross-functional leadership. Focus on building Agile delivery cadences, recovering program performance, developing growth strategies, and managing complex government programs through engineering, manufacturing, integration, testing, production, and sustainment.

Location: Oklahoma City, Oklahoma, United States; office-based with approximately 25% travel. U.S. citizenship and an active, transferable Top Secret security clearance are required before the start date. No visa support or C2C.

What you will do

  • Lead all phases of large defense programs, managing plans, schedules, budgets, contractual commitments, and overall execution.
  • Own program financial performance, including annual targets, EAC, AOP, forecasting, and P&L management.
  • Develop program growth strategies and support ECP, capture, proposal, contract negotiation, and start-up activities.
  • Build and lead cross-functional Integrated Program Teams involving contracts, finance, supply chain, operations, quality, engineering, and other functions.
  • Use Earned Value Management to monitor performance, identify issues, and implement technical or financial recovery actions.
  • Establish Agile development plans, lead executive-level reviews, and maintain relationships with prime contractors, U.S. government customers, and industry partners.

Requirements

  • Typically, a STEM degree and at least 14 years of relevant experience in program management.
  • Experience leading large teams and managing cost, schedule, technical performance, and program execution.
  • Demonstrated expertise in Earned Value Management, P&L management, and U.S. DoD acquisition processes.
  • Knowledge of DoD program phases including engineering and manufacturing development, integration and test, production, and sustainment.
  • Active and transferable U.S. government-issued Top Secret security clearance required before start date.
  • U.S. citizenship required; visa sponsorship is not available.

Nice to have

  • Experience with government prime contract formation, execution, and management.
  • Experience recovering large government programs, managing classified programs, and leading hardware and software engineering development programs.
  • Experience with Nuclear Command & Control programs, including STRATCOM, E-4B, E-6B, or other strategic initiatives.
  • Program management certification, EVMS experience, technology roadmap development, and strategic planning expertise.
  • Strong customer-facing communication, team-building, problem-solving, and business acumen.
