Program Manager - Civil Engineer

Location: Hybrid role based at 380 Wellington Street West, Toronto, Ontario, Canada

Base compensation: $120,000–$140,000 per year

What you will do

• Lead the planning, execution, and delivery of multi-year municipal infrastructure programs covering roads, stormwater, sanitary sewer, and water systems.
• Oversee concurrent design and construction projects, including priorities, schedules, resource allocation, quality, and scope consistency.
• Provide engineering oversight for design and rehabilitation projects and coordinate consultants, utilities, regulators, municipalities, and community stakeholders.
• Manage public engagement, program budgets, capital forecasting, procurement, RFPs, contract awards, and contractor performance.
• Identify technical, financial, schedule, safety, environmental, and regulatory risks and implement mitigation plans.
• Lead and mentor multidisciplinary teams while supporting staff development, performance management, and succession planning.

Requirements

• Bachelor’s degree in Civil Engineering or a related discipline.
• Professional Engineer designation (P.Eng. or equivalent) in good standing, with a P.Eng. license from Professional Engineers Ontario required.
• 10+ years of progressive civil engineering experience focused on municipal infrastructure.
• 5+ years of program or project management experience on large-scale infrastructure projects.
• Experience with roadworks, sewer systems, and/or water infrastructure design and rehabilitation.
• Knowledge of civil engineering standards, construction practices, asset management, project management methodologies, financial management, contracts, stakeholder engagement, and negotiation.
