TL;DR
Lead Water Resources Engineer/Project Manager (H&H/Drainage/Stormwater): Leading water resources design for transportation infrastructure projects with an accent on hydrology and hydraulic analysis, stormwater management, drainage systems, and regulatory permitting. Focus on designing culverts and hydraulic structures, coordinating multidisciplinary delivery, managing public-sector clients, and mentoring engineering staff.

Location: Full-time office-based role in Fairfax, Richmond, or Virginia Beach, Virginia, or Owings Mills, Maryland.

Salary: $111,362.75–$127,271.72 annually

What you will do

  • Lead water resources engineering design for roadway, rail, and highway improvement projects.
  • Design and oversee stormwater management systems, drainage systems, culverts, hydraulic structures, and erosion and sediment control plans.
  • Apply hydrology and hydraulic analysis to support design decisions, permitting, and regulatory compliance.
  • Prepare and review technical reports, drainage reports, specifications, design documentation, and cost estimates.
  • Coordinate multidisciplinary design with roadway, structural, and environmental teams while providing QA/QC leadership.
  • Manage client and regulatory-agency interactions and mentor early-career engineering staff.

Requirements

  • Bachelor’s degree in Civil Engineering, Environmental Engineering, or a related field.
  • 8+ years of progressive water resources design experience, preferably on transportation infrastructure projects.
  • PE license in Virginia or Washington, D.C., preferred, or ability to obtain it within six months of hire.
  • Expertise in hydrology and hydraulic analysis, stormwater management, drainage and culvert design, and erosion and sediment control permitting.
  • Proficiency with HEC-RAS and HydroCAD or equivalent engineering tools.
  • Experience with MicroStation and/or AutoCAD Civil 3D and strong communication skills for multidisciplinary, client-facing work.

Nice to have

  • Experience with floodplain analysis, watershed modeling, scour analysis, dam breach analysis, or stream restoration.
  • Experience supporting VDOT, municipal, or state DOT transportation projects.
  • Experience preparing Virginia permit applications and coordinating with regulatory agencies.
  • VADEQ certification as an ESC Plan Reviewer, SWM Plan Reviewer, or Dual Plan Reviewer.
  • Experience with OpenRoads Designer and ArcGIS.
