Cost Engineering Manager (Infrastructure): Managing budgets, forecasts, earned value analysis, and project performance reporting for major transportation, transit, aviation, and capital improvement programs with an accent on cost control, financial analysis, and project controls integration. Focus on developing EAC forecasts, analyzing cost risks and changes, integrating cost and schedule data, and building executive-level reporting with Excel and Power BI.

Location: Empire State Building, New York, New York; office-based

Salary: $149,671.54–$171,053.19 annually

What you will do

  • Develop and monitor project budgets, cost reports, forecasts, cash flow projections, and Estimate at Completion forecasts.
  • Track expenditures, commitments, accruals, invoices, contractor payment applications, and budget utilization.
  • Perform cost variance, earned value, productivity, and project financial performance analysis.
  • Evaluate change orders, scope modifications, cost risks, contingencies, and project risk registers.
  • Prepare dashboards, recurring cost reports, performance metrics, executive reporting, and client presentations using Excel, Power BI, and project controls systems.
  • Collaborate with project managers, schedulers, estimators, engineers, construction managers, and client stakeholders to integrate cost and schedule reporting.

Requirements

  • Bachelor’s degree in engineering, construction management, project management, business, finance, economics, accounting, or a related discipline.
  • 12+ years of experience in cost engineering, project controls, cost management, estimating, project finance, or related disciplines.
  • Experience with transportation, transit, infrastructure, aviation, construction, or capital improvement projects.
  • Strong knowledge of cost engineering, forecasting, budget management, earned value management, cost performance analysis, change management, risk management, and project controls reporting.
  • Advanced proficiency with Microsoft Excel and financial analysis tools, with strong analytical, organizational, communication, and problem-solving skills.
  • Ability to work collaboratively in a fast-paced project environment.

Nice to have

  • Experience with MTA, Port Authority of New York & New Jersey, NYSDOT, NJ Transit, Amtrak, or similar infrastructure clients.
  • Experience with Primavera P6 and integrated cost/schedule reporting methodologies.
  • Familiarity with Oracle Unifier, Prism, e-Builder, Kahua, or similar PMIS platforms.
  • Experience with Power BI, Tableau, quantitative cost risk analysis, and contingency management.
  • AACE CCP, AACE EVP, PMP, or PSP certification.
