TL;DR
Senior-1 Engineer/Analyst/Consult (Utilities Privatization): Performing advanced engineering, economic, and regulatory analyses for government oversight of long-term privatized utility service contracts with an accent on tariff evaluation, cost-of-service modeling, depreciation studies, and infrastructure planning. Focus on validating utility pricing and performance, developing energy resiliency models, supporting regulatory decisions, and preparing expert witness materials.

Location: Fort Wainwright, Alaska, United States; generally located at or near Alaska, with remote work subject to change

What you will do

  • Perform advanced engineering, economic, and regulatory analyses for utilities privatization programs.
  • Review ACURRP, FCU, and R&R documentation and evaluate utility tariffs.
  • Develop cost-of-service models, depreciation studies, and rate validation analyses.
  • Support infrastructure master planning and long-term energy resiliency modeling.
  • Provide recommendations for pricing, operations, performance, and regulatory compliance.
  • Prepare expert witness support and coordinate deliverable quality with the Senior Project Manager.

Requirements

  • Bachelor’s degree in Engineering, Finance, or Economics; a master’s degree is preferred.
  • 8–12 years of relevant experience.
  • Senior-level expertise in utility finance, engineering economics, or RCA rate case analysis.
  • Experience with technical analysis, rate modeling, GIS, Excel, report writing, and financial validation.
  • Strong analytical rigor, regulatory literacy, independent problem-solving, and critical thinking.
  • PE, CPA, or CFA certification is desirable.
