Program Manager (Operation & Support [O&S] Independent Cost Estimating & Model Support) [AFCAA0009008]

Location: Hybrid work on and off client site in Washington, DC, the National Capital Region, and across the Continental United States; engagement sites include Joint Base Andrews, Maryland and the Pentagon, Washington, DC.

What you will do

• Lead delivery of legacy Operation & Support cost model support and independent cost estimates for AFCAA.
• Manage scope, schedules, budgets, staffing, deliverables, priorities, and program risks under BPA and task-order direction.
• Establish governance activities including kickoffs, weekly status reviews, quarterly reviews, action tracking, and delegated authority procedures.
• Implement quality-control and peer-review processes for cost models, documentation, briefings, and AFCAA-format deliverables.
• Coordinate with AFCAA, SAF/FMC, OSW CAPE, program offices, CORs, technical leads, and Department of the Air Force reviewers.
• Maintain reporting, configuration management, data-access coordination, rapid-response support, and continuity of operations.

Requirements

• At least 3 years of experience managing projects of comparable scope and complexity.
• At least 8 years of cost-estimating or cost-analysis experience in a DoD or Department of the Air Force context, including O&S estimating leadership.
• Working knowledge of AFI 65-508-aligned cost-analysis standards and Department of Defense cost-estimating governance.
• Experience managing Excel-based cost models with traceability for data pedigree, normalization, methods, assumptions, and phasing.
• Bachelor’s degree in STEM, economics, operations research, business, or a related field, or equivalent demonstrated experience.
• Ability to lead teams, deliver audit-ready documentation, manage classified or unclassified outputs as directed, and support required security-clearance activities.

Nice to have

• Formal project-management training or certification such as PMP.
• DoD acquisition or cost-estimating coursework.
