TL;DR
Functional Consultant (Functional Analysis & Initiative Management): Supporting U.S. Coast Guard mission-support modernization through change management, strategic planning, business transformation, and portfolio governance with an accent on high-complexity initiative management, performance measurement, and decision support. Focus on designing integrated plans and metrics, analyzing business processes and data, managing risks and deliverables, and improving Microsoft Access-based tools and workflows.

Location: On-site at the client site in Washington, DC, United States; work is generally performed in the United States–Mid-Atlantic Region. Working hours are generally 7:30 AM–5:00 PM Eastern Time, Monday through Friday. Travel beyond 50 miles from the primary place of performance may be required.

What you will do

  • Provide initiative-management guidance and apply project-management methods to complex workstreams.
  • Conduct research and analysis of processes, policies, and data to support recommendations and leadership decisions.
  • Manage complex project tasks, deliverables, schedules, dependencies, risks, quality, and compliance.
  • Support organizational change management, strategic planning, performance management, business transformation, and portfolio governance for U.S. Coast Guard mission-support initiatives.
  • Develop business cases, alternatives analyses, performance metrics, integrated baselines, executive briefs, communications products, and stakeholder presentations.
  • Support Microsoft Access-based tools, databases, data migration, SharePoint/O365 repositories, testing, reporting, dashboards, and user support.

Requirements

  • Bachelor’s degree in Engineering, Business, or a related field.
  • PMP, DHS mid-level project-management certification, or equivalent qualification.
  • Six years of relevant experience, or five years with a master’s degree or higher.
  • Experience in the defense and security sector, functional analysis, initiative management, program support, or analytical consulting.
  • Proficiency with project-management methodologies and tools, structured analysis, documentation, quality assurance, and compliance.
  • U.S. citizenship is required; visa sponsorship, including H-1B and TN sponsorship, is not available.
