TL;DR
Economic Empowerment Specialist (Employment Services): Supporting LEP CalWORKs, RCA, and CalFresh Employment & Training clients through intake, case management, job coaching, and referrals with an accent on employment preparation, VESL coordination, and county compliance. Focus on completing assessments, tracking participation, coordinating with schools and community agencies, and delivering accurate reporting to Alameda County.

Location: Oakland, California, USA; hybrid work with weekly travel to satellite offices across Alameda County and occasional home or field visits.

Salary: $26.00–$27.00 per hour

What you will do

  • Conduct client introductory calls, orientations, intakes, appraisals, assessments, and self-sufficiency planning.
  • Enroll clients in VESL, employment services, or dual-track activities based on their goals, English proficiency, and county criteria.
  • Provide one-on-one job coaching, resume support, mock interviews, job-search guidance, and career navigation.
  • Coordinate VESL referrals, CASAS testing, attendance tracking, and services with adult schools, colleges, and community partners.
  • Maintain case records and submit accurate attendance, participation, assessment, and compliance reports to IRC and Alameda County.
  • Build relationships with employers and partners, support job retention, and supervise interns and volunteers.

Requirements

  • Undergraduate degree in a relevant field or equivalent experience.
  • At least two years of direct services experience preferred, including intakes, assessments, or case management.
  • Experience working with immigrant, refugee, or limited-English-proficient populations.
  • Strong knowledge of job-search processes, workplace expectations, communication, organization, and deadline management.
  • Fluency in English required; bilingual abilities in Dari/Farsi, Pashto, Spanish, Arabic, Tigrinya, Russian, or Ukrainian are highly preferred.
  • Valid driver’s license, reliable insured vehicle, and willingness to travel throughout Alameda County.
