Program Manager | Human Capital Programmatic Evaluation & Compliance - Environmental Scanning & Benchmarking

Location: Hybrid work at or near Alexandria, Virginia, across the Mid-Atlantic Region, working on and off the client site. U.S. citizenship is required.

What you will do

• Lead the environmental scanning and benchmarking workstream for federal human capital programs.
• Conduct comparative analyses using OPM FedScope, CHCO Council publications, agency performance reports, and other approved data sources.
• Compare NSF human capital metrics, programs, and outcomes with peer agencies and provide recommendations based on cross-agency trends.
• Manage schedules, staffing, risks, issues, stakeholder coordination, and performance against SLAs and KPIs.
• Support digital transformation, process automation, business intelligence, IT-system integration, and workforce planning initiatives.
• Ensure technical, functional, and compliance deliverables are integrated and ready for NSF OCHCO and OCIO use.

Requirements

• Bachelor’s degree.
• 10+ years of program management experience.
• Experience in government and public services, management consulting, acquisition and grants management support, or business program and project management.
• Proficiency with project management methodologies and tools.
• Leadership, analytical, organizational, prioritization, communication, and stakeholder-management skills.
• Must be a United States Citizen; H-1B and TN visa sponsorship is not available.
