Project Controls Manager (Energy Infrastructure)

Location: Remote within the United States, with on-site meetings and project-site work nationwide; initially identified work site at 1000 Independence Avenue SW, Washington, DC.

What you will do

• Manage schedule, cost, baseline tracking, milestones, earned value, forecasts, and variance analysis for energy infrastructure projects.
• Support independent engineering technical due diligence, credit evaluation, lifecycle monitoring, and assurance activities for the DOE Energy Dominance Financing Program.
• Review project documentation, data rooms, technical and commercial interfaces, assumptions, risks, mitigations, and conditions-precedent evidence.
• Prepare project controls procedures, dashboards, trend analyses, variance reviews, monitoring reports, certifications, and other lender-ready work products.
• Coordinate with engineering, finance, legal, construction, operations, environmental, HSE, and project controls stakeholders.
• Participate in borrower and contractor interviews, site observations, monitoring meetings, draw-package checks, risk-register updates, and issue-closure tracking.

Requirements

• 10+ years of relevant engineering, construction, operations, compliance, risk, finance, or energy infrastructure advisory experience.
• Experience with oil and gas, power, utilities, or large-scale infrastructure projects for owners, lenders, independent engineers, or federal clients.
• Bachelor's degree in engineering, environmental science, construction management, business, risk management, finance, or a related field.
• Experience with independent engineering review, technical due diligence, risk assessment, schedule and cost governance, change control, earned value, reporting, and data-room review.
• Strong Excel-based analysis, report writing, stakeholder coordination, technical judgment, documentation discipline, and presentation skills.
• Work authorization and availability for remote work within the United States, with expected on-site meetings and project-site visits.

Nice to have

• PMP, CQA, CIA, ISO Lead Auditor, CHMM, CSP, or PMI-RMP certification.
• Experience supporting DOE, LPO, credit, construction monitoring, completion certification, or long-term debt-service viability assessments.
