Cost Estimating Specialist (Energy Infrastructure)

Location: Remote within the United States, with on-site meetings and project-site work expected nationwide; initial work site in Washington, DC.

What you will do

• Provide independent engineering advisory support for DOE Energy Dominance Financing technical due diligence, credit evaluation, lifecycle monitoring, and assurance activities.
• Validate CAPEX estimates, cost reasonableness, eligible project costs, contingencies, escalation, and budget baselines.
• Review project documentation, data rooms, technical and commercial interfaces, assumptions, risks, and mitigation measures.
• Prepare cost estimate reviews, eligibility matrices, estimate comparison reports, backup documentation, and independent engineer reports.
• Support conditions precedent, disbursement readiness, draw package checks, construction monitoring, and certification reviews.
• Coordinate with engineering, finance, legal, construction, operations, environmental, HSE, and project controls stakeholders.

Requirements

• Must be based in the United States; remote work includes expected on-site meetings and project-site visits nationwide.
• 10+ years of relevant engineering, construction, operations, compliance, risk, finance, or energy infrastructure advisory experience.
• Experience with oil and gas, power, utilities, or large-scale infrastructure projects for owners, lenders, independent engineers, or federal clients.
• Bachelor's degree in engineering, environmental science, construction management, business, risk management, finance, or a related field.
• Experience with independent engineering review, technical due diligence, cost eligibility, estimate validation, budget baselines, escalation, contingency, and risk assessment.
• Strong Excel-based analysis, report writing, documentation, stakeholder coordination, and presentation skills.

Nice to have

• PMP, CQA, CIA, ISO Lead Auditor, CHMM, CSP, or PMI-RMP certification.
• Experience supporting DOE or Loan Programs Office-style documentation and financing decisions.
