Oil & Gas Instrumentation & Controls Engineer (Oil & Gas)

Location: Remote within the United States, with on-site meetings and project-site work expected; Washington, DC and project sites nationwide.

What you will do

• Provide independent engineering advisory support for DOE Energy Dominance Financing technical due diligence, credit evaluation, lifecycle monitoring, and assurance activities.
• Review instrumentation, control systems, automation, SIS, SCADA/DCS, and operational monitoring for downstream oil and gas, midstream, and pipeline projects.
• Evaluate project documentation, technical and commercial interfaces, assumptions, risks, mitigations, conditions precedent, and disbursement readiness.
• Prepare defensible work products including I&C drawings, control narratives, instrument indexes, loop checks, automation readiness reviews, and Independent Engineer reports.
• Participate in data room reviews, borrower and contractor interviews, site observations, monitoring meetings, risk register updates, draw-package checks, and issue-closure tracking.
• Coordinate with engineering, finance, legal, construction, operations, environmental, HSE, and project-controls stakeholders to support DOE and lender decisions.

Requirements

• Must be based in the United States; remote project support is available nationwide, with on-site meetings and project-site work expected.
• Bachelor's degree in engineering, geoscience, petroleum engineering, mechanical, electrical, chemical, civil, environmental, or a related technical field.
• 10+ years of relevant engineering, construction, operations, compliance, risk, finance, or energy-infrastructure advisory experience.
• Experience with oil and gas, power, utilities, or large-scale infrastructure projects for owners, lenders, independent engineers, or federal clients.
• Experience with technical due diligence, risk assessment, instrumentation, control systems, automation, SIS, operational monitoring, data-room review, technical reporting, and stakeholder coordination.
• Strong technical judgment, analytical rigor, independent and objective evaluation, defensible documentation, and ability to translate technical evidence into financing and risk implications.

Nice to have

• PE, PMP, CSP, API, NACE/AMPP, PMI, or other discipline-specific credentials.
• Advanced proficiency with Excel, Access, Outlook, PowerPoint, and Word; proficiency with Adobe Acrobat, data analytics tools, and Visio.
