Terminal Operations Engineer (Oil & Gas)

Location: Remote within the United States with on-site meetings and project-site work expected nationwide; initially identified work site: Washington, DC.

What you will do

• Provide independent engineering advisory support for DOE Energy Dominance Financing technical due diligence, credit evaluation, lifecycle monitoring, and assurance activities.
• Evaluate terminal storage, loading and unloading, blending, metering, transfer systems, distribution systems, and operational safety.
• Review project documentation and data rooms, validate technical and commercial assumptions, and identify risks and mitigations.
• Support conditions-precedent, disbursement-readiness, draw-package, construction-monitoring, and operational-performance reviews.
• Prepare defensible terminal operating procedures, capacity reviews, tank data assessments, safety-readiness reports, and Independent Engineer reports.
• Coordinate with engineering, finance, legal, construction, operations, environmental, HSE, and project-controls stakeholders.

Requirements

• Must be based in the United States; remote work is within the USA and on-site meetings or project-site visits may be required.
• 10+ years of relevant engineering, construction, operations, compliance, risk, finance, or energy-infrastructure advisory experience.
• Bachelor’s degree in engineering, geoscience, petroleum engineering, mechanical, electrical, chemical, civil, environmental, or a related technical field.
• Experience with oil and gas, power, utilities, or large-scale infrastructure projects for owners, lenders, independent engineers, or federal clients.
• Knowledge of technical due diligence, risk assessment, terminal operations, data-room review, information-request tracking, report writing, Excel-based analysis, and stakeholder coordination.
• Technical judgment, independence, analytical rigor, attention to detail, defensible documentation, and the ability to translate technical findings into financing and risk implications.

Nice to have

• PE, PMP, CSP, API, NACE/AMPP, PMI, or other discipline-specific credentials.
• Experience supporting DOE or Loan Programs Office-style documentation and lender-facing reviews.
• Security clearance or experience with sensitive federal consulting engagements.
