Senior Service Designer II

Location: Fully remote, supporting Eastern Time business hours; occasional travel to client sites may be required

Salary: $131,500–$140,000 annually

What you will do

• Lead user research with regulatory agency staff across district offices, hydrology, field operations, legal, administrative functions, and public users.
• Map current workflows, records, decisions, handoffs, paper-based processes, data re-entry, adjacent tools, and operational workarounds.
• Produce validated journey maps, workflow maps, swimlane diagrams, system interaction maps, personas, and service blueprints.
• Facilitate stakeholder workshops and scenario walkthroughs using real cases to resolve conflicting interpretations and validate findings.
• Translate validated workflows into future-state concepts, annotated Figma prototypes, workflow definitions, and documented design rationale.
• Partner with the Technical Lead and downstream implementation team to support a phased modernization roadmap.

Requirements

• Bachelor’s degree in a related field or equivalent education, training, certifications, and experience; two additional years of directly related experience may substitute for the degree.
• Minimum 8 years of experience in user research, interaction design, or service design.
• Demonstrated experience conducting qualitative research, workflow observation, contextual inquiry, stakeholder workshops, and cross-role validation sessions.
• Experience creating journey maps, service blueprints, workflow maps, system interaction maps, personas, and annotated prototypes.
• Proficiency in Figma or a comparable tool and experience maintaining artifacts in tools such as Miro, Lucid, Confluence, SharePoint, or Jira.
• Working knowledge of WCAG 2.1 AA and Section 508, strong communication skills, attention to detail, and ability to travel to client sites as needed.

Nice to have

• Government legacy-system modernization or discovery experience.
• Familiarity with water rights, water resources, permitting, regulated natural-resource programs, or records-intensive systems.
• Experience with GIS and map-based workflows, paper-to-digital intake, usability testing, information architecture, or build-ready handoff artifacts.
• Experience using AI-assisted tools for research synthesis.
