Project Manager (Quantum Computing)

What you will do

• Lead a government-funded R&D program end to end, managing milestones, stage gates, budgets, and contracted KPIs.
• Serve as the primary contact for government program directors, project officers, and evaluators.
• Create and maintain WBS structures, Gantt charts, risk plans, project trackers, and reporting processes.
• Translate technical progress into clear documentation for non-specialist evaluators and auditors.
• Manage scope changes, budget reallocations, formal government amendments, interim reviews, annual evaluations, and final audits.
• Coordinate consortium partners and cross-functional teams across universities, research institutes, corporate partners, locations, and time zones.

Requirements

• Degree in Engineering, Computer Science, Material Science, or a related STEM field; equivalent experience may additionally count.
• Extensive experience leading complex R&D or deep-tech engineering programs in Japan.
• Direct experience managing NEDO, METI, JST, or similar Japanese government-subsidized programs.
• Hands-on experience with WBS creation, Gantt chart management, and risk management frameworks.
• Ability to explain complex technical concepts in reports for non-specialist evaluators.
• Professional written and spoken Japanese required; business-level English required.

Nice to have

• Experience managing multi-party academic and industry consortia.
• IP strategy or technology licensing experience in funded research.
• Experience establishing project management practices or tools from scratch.
• Familiarity with quantum computing, semiconductors, or other advanced hardware R&D.
