HSE Manager (Offshore Subsea Project): Leading health, safety, security, and environmental management across ADNOC offshore projects with an accent on regulatory compliance, risk assessment, incident prevention, and environmental protection. Focus on managing HSE teams, reviewing high-risk offshore activities, coordinating emergency response, investigating incidents, and assuring contractor compliance across construction, commissioning, marine, and subsea operations.
Location: Abu Dhabi, United Arab Emirates; initially based in the client or contractor office

What you will do
- Develop, implement, and monitor project HSE management plans across ADNOC Offshore projects.
- Lead HSE teams, safety culture initiatives, behavioral safety programs, training, and competency development.
- Manage HSE compliance with ADNOC requirements, UAE regulations, ISO standards, and offshore safety standards.
- Lead HAZID, HAZOP, SIMOPS reviews, task risk assessments, JSAs, environmental impact assessments, and permit-to-work reviews.
- Provide HSE leadership for offshore construction, hook-up and commissioning, brownfield modifications, shutdowns, marine operations, lifting, pipeline, and subsea activities.
- Lead incident investigations, emergency preparedness, audits, inspections, contractor assurance, and corrective-action tracking.
Requirements
- Bachelor’s degree in engineering, environmental science, occupational health and safety, or a related discipline.
- At least 15 years of HSE experience in oil and gas projects, including at least 8 years in HSE leadership or management positions.
- Experience with ADNOC Offshore, Saudi Aramco, QatarEnergy, or major offshore EPC projects.
- Experience covering offshore platforms, brownfield modifications, hook-up and commissioning, shutdown projects, marine operations, and construction or fabrication yards.
- Working knowledge of ADNOC HSE-MS, ADNOC Offshore Codes of Practice, UAE HSE regulations, offshore construction safety standards, PTW systems, SIMOPS management, incident investigation, behavioral-based safety, and risk assessment.
- Strong leadership, communication, decision-making, conflict-resolution, coaching, mentoring, and stakeholder-engagement skills.
Nice to have
- Master’s degree in a relevant discipline.
- NEBOSH International Diploma or IGC, ISO 45001 or ISO 14001 Lead Auditor, IOSH Managing Safely, CSP, or other occupational health and safety certifications.
- Knowledge of ISO 45001, ISO 14001, OSHA, OGP/IOGP guidelines, marine and offshore safety management systems, and environmental impact assessment requirements.
