Program Controls / R2O2R Analyst - NOAA

What you will do

• Maintain authoritative program-controls data for the NOAA ProTech Weather Agile Program.
• Track capacity, assignments, FTE data, obligations, and expenditures against plan, including trend analysis and resource contention.
• Maintain the program risk register with conditions, impacts, mitigations, owners, and trends.
• Baseline and report program KPIs, including dependency age, impediment age, milestone predictability, flow, and decision latency.
• Maintain roadmap and dependency data and track R2O2R transition candidates, evidence, receiving organizations, and gates.
• Create single-source reporting by capturing information once and reusing it across recurring deliverables.

Requirements

• Bachelor's degree or higher in business, management, or a related field.
• Eight to ten years of experience in program controls, budgeting, business analysis, or a related area.
• Experience reviewing, analyzing, and evaluating business systems and user needs.
• Experience developing and monitoring budgets; may include leading the work of others.
• Proficiency with financial and reporting tools and the Government-provided tracking platform.

Nice to have

• Experience building multi-source financial ETL and executive reporting for a federal science organization.
• Knowledge of data governance, source traceability, field validation, and reconciliation across roadmap, risk, and reporting data.
• Familiarity with flow and velocity metrics for scientific teams.
