Senior Public Affairs Specialist (AI Infrastructure)

Location: Paris, France, with regular travel across the country; initial regional focus on Hauts-de-France and Béthune.

Nebius is building a full-stack AI cloud platform covering data and model training through production deployment, with infrastructure spanning compute, storage, networking, and applied AI.

What you will do

• Support and execute Nebius' public affairs strategy at national, regional, and local levels in France.
• Build relationships with national institutions, ministries, Parliament, regional authorities, municipalities, universities, and community stakeholders.
• Support public affairs for data-centre development, grid access, energy, permitting, planning, and community impact.
• Monitor political, legislative, and regulatory developments and translate them into recommendations for the business.
• Develop policy positions and coalitions around AI infrastructure, cloud, industrial competitiveness, strategic autonomy, energy, and sustainability.
• Prepare leadership briefings, talking points, and policy materials while coordinating with Infrastructure, Legal, Compliance, Communications, Finance, HR, Sustainability, and commercial teams.

Requirements

• At least five years of relevant experience in public affairs, government relations, public policy, political advisory, or external relations.
• Experience engaging with the French government and a strong understanding of decision-making across national institutions and public administration.
• Ability to operate at national, regional, and local levels and connect political strategy with infrastructure delivery and community engagement.
• Sector experience in technology, AI, cloud infrastructure, data centres, energy, telecommunications, industrial development, or another regulated infrastructure sector.
• Strong political judgment, discretion, writing, presentation, stakeholder-management, and communication skills.
• Applicants must be authorized to work in France and provide proof of employment eligibility.

Nice to have

• Experience supporting major investment or infrastructure projects involving permitting, grid access, employment, or regional development.
• Established relationships across French national institutions or the Hauts-de-France public and economic ecosystem.
• Experience coordinating external advisers, trade associations, or public-private partnerships.
• A relevant master's degree.
