Director Government Affairs & Public Policy - Germany (m-f-d) (Government Affairs, Public Policy and AI): Developing and executing Germany-specific advocacy strategies while advising HP leadership on legislative, regulatory and geopolitical developments with an accent on public-sector market access, procurement, cybersecurity, AI and digital sovereignty. Focus on building senior government relationships, translating policy changes into business impact assessments, and coordinating executive-level engagement across German and European stakeholders.
Location: Berlin, Germany; the posting header also lists Ratingen, North Rhine-Westphalia, Germany. Travel: 25%. Relocation is not offered.

What you will do
- Develop and execute Germany-specific government affairs and public policy strategies aligned with European and global priorities.
- Monitor and influence legislative, regulatory and geopolitical developments across ministries, regulators, parliament and public-sector institutions.
- Build relationships with government officials, procurement authorities, industry associations, embassies, think tanks and other policy stakeholders.
- Support public-sector market access by engaging on procurement frameworks, security standards, certifications, supply-chain requirements and digital sovereignty.
- Prepare policy positions, government submissions, executive briefings, talking points and stakeholder engagement materials.
- Advise Germany, EMEA and global leadership by translating policy developments into business impact assessments and actionable recommendations.
Requirements
- Degree in law, public policy, political science, economics, business administration, international relations or a related discipline, or equivalent professional experience.
- 10–15 years of experience in government affairs, public policy, regulatory affairs, public-sector procurement or related fields.
- Expertise in Germany’s political system, regulatory processes, ministerial and parliamentary dynamics, public procurement structures and stakeholder ecosystem.
- Demonstrated senior-level engagement with German government officials and public-sector stakeholders.
- Excellent written and verbal communication skills in German and English are required.
- Strong political judgment, communication skills, digital fluency and the ability to work in complex, matrixed organizations.
Nice to have
- Experience in technology, digital services or another regulated industry.
- Background in government, parliament, regulatory bodies, public procurement, industry associations, consultancy, think tanks or policy advisory organizations in Germany.
- Knowledge of AI governance, responsible AI, data protection, cybersecurity, cloud and edge computing, and German or EU AI policy frameworks.
- Experience with projects in the DACH or Central Europe region.
