What you will do

• Provide rapid quantitative and qualitative analysis of legislative, regulatory, stakeholder, and programmatic issues.
• Monitor and report on federal and state legislative initiatives, emerging technologies, and policy developments affecting critical minerals and energy innovation programs.
• Develop congressional testimony, briefing packages, presentations, memoranda, and hearing preparation documents.
• Prepare Department of Energy senior leaders for engagements with congressional committees, Members of Congress, and committee staff.
• Support strategic budget briefings aligned with the Congressional budget cycle.
• Manage multiple high-visibility, fast-turnaround legislative affairs projects.

Requirements

• Bachelor’s degree in business management, public policy, public affairs, political economy, political science, sociology, economics, engineering, science, or a related field.
• At least 6 years of relevant legislative or policy experience, including direct Capitol Hill experience; a master’s degree may substitute for 2 years.
• Experience preparing briefing materials, reports, and backgrounders for senior government or legislative officials.
• Proficiency with Microsoft Word, Excel, PowerPoint, and Outlook.
• Strong written and oral communication, stakeholder coordination, briefing delivery, and conflict-resolution skills.
• Ability to obtain and maintain required Department of Energy credentials or clearance.

Nice to have

• Experience supporting executive branch agencies, especially the Department of Energy or related federal science and energy agencies.
• Knowledge of critical minerals, clean energy technologies, energy security, or supply chain resilience.
• Understanding of Congressional authorization and appropriations processes, NDAA, and federal energy authorization cycles.
• Experience with legislative tracking tools and congressional databases such as Congress.gov, CQ Federal, or Politico Pro.
