Senior People Operations Program Specialist

Location: Onsite at the Long Beach headquarters, California, United States. The role may require up to 10% travel, overtime, or weekend work during critical mission milestones.

Salary: $103,730–$147,246 USD per year in California.

What you will do

• Own onboarding, lifecycle management, renewals, extensions, and offboarding for contingent workers, consultants, advisors, and staffing agency personnel.
• Coordinate documentation, background screening, confidentiality agreements, policy acknowledgments, system access, equipment, badges, and workspace requirements.
• Partner with Supply Chain, Legal, Finance, IT, Security, hiring managers, vendors, and payroll providers to maintain compliant workforce operations.
• Develop standard operating procedures, dashboards, and reports covering headcount, onboarding metrics, contract expirations, and offboarding completion.
• Lead HR operational support for international offices, including employee lifecycle processes, payroll coordination, benefits administration, and HR systems across Japan and France.
• Support employee onboarding, offboarding, HRIS administration, data maintenance, and People Operations documentation as needed.

Requirements

• 3–6 years of experience in People Operations, HR Operations, contingent workforce management, vendor management, or workforce administration.
• Experience coordinating onboarding and offboarding programs, managing confidential information, and supporting HR processes and compliance.
• Strong project management, organizational, communication, and attention-to-detail skills.
• Experience partnering cross-functionally with HR, Supply Chain, Legal, Finance, and IT.
• Proficiency with HRIS and payroll systems, Microsoft Office, or Google Workspace.
• Must qualify as a U.S. person under U.S. export control rules or be eligible for deemed export licensing.

Nice to have

• Experience with international HR operations, global expansion, EORs, PEOs, international payroll providers, or local employment practices in Europe and Japan.
• Knowledge of independent contractor classification, contingent labor compliance, VMS, workforce management, or procurement systems.
• Experience supporting audits, compliance reviews, workforce reporting, immigration, visas, or international assignment programs.
• Experience in technology, aerospace, engineering, or high-growth environments.
