Senior Manager, Proposals

Location: Hybrid in Duluth, Georgia; in-office 3 days per week. U.S. Citizenship required, and the role requires the ability to obtain and maintain a Secret Clearance.

Salary: $121,000–$191,000 annually. For specific work locations in San Jose, the San Francisco Bay Area, and the New York City metropolitan area, the range is $150,000–$225,000 annually.

What you will do

• Lead, manage, and develop a team of proposal managers and support personnel, including hiring, onboarding, coaching, performance management, and succession planning.
• Serve as lead proposal manager for the highest-priority and most complex government opportunities.
• Oversee proposal execution across the portfolio, ensuring compliance, quality, disciplined processes, and effective executive reviews.
• Integrate Business Development, Sales, Engineering, Finance, Operations, Contracts, and Supply Chain inputs.
• Manage resource planning, workload prioritization, staffing, capability gaps, and execution risks.
• Improve proposal processes, tools, systems, metrics, and handoffs into program execution.

Requirements

• 8+ years of experience in proposal management, capture, or a related field.
• Demonstrated people leadership, team development, and experience leading functions of increasing scope and complexity.
• Strong understanding of the full pre-award lifecycle in a government or defense environment.
• Experience establishing processes, governance, and scalable operating models.
• Ability to influence senior stakeholders and collaborate across cross-functional teams.
• U.S. Citizenship and the ability to obtain and maintain a Secret Clearance are required. Bachelor’s degree or equivalent experience and willingness to travel up to 25% are also required.

Nice to have

• Proposal and capture leadership experience in aerospace and defense.
• Knowledge of Salesforce, SAM.gov, and related information systems.
• Working knowledge of AI tools such as Claude and Copilot.
• Experience with U.S. government capture processes and Federal Acquisition Regulations.
