Senior Proposal Manager

Salary: $99,000–$206,000 per year, based on qualifications and experience.

What you will do

• Lead the planning, development, and delivery of compliant RFP, RFQ, and RFI responses for multiple Federal Government agencies.
• Analyze solicitation requirements and create compliance matrices, proposal outlines, production plans, schedules, and timelines.
• Coordinate writers, solution architects, subject matter experts, program leadership, marketing, graphics, capture, contracts, and business development.
• Guide the development of technical, management, past performance, pricing, and other proposal volumes.
• Draft, edit, and proofread proposal content while ensuring accuracy, clarity, and compliance with evaluation criteria.
• Facilitate color team reviews, incorporate feedback, track submission quality and outcomes, and report proposal metrics to senior leadership.

Requirements

• Bachelor’s degree in business or a related field.
• At least 15 years of experience as a Proposal Manager, including direct leadership of Federal Government proposal responses.
• Experience creating content and supporting writers with technical and management narratives.
• Experience leading cross-functional teams under tight deadlines and managing multiple complex proposals simultaneously.
• Knowledge of Federal procurement processes, industry standards, compliance requirements, and Shipley methodologies.
• Active TS/SCI clearance required; ability to protect sensitive materials and manage classified proposal workflows.

Nice to have

• PMP certification.
• Experience using Salesforce for pipeline or opportunity management.
• Experience managing proposals for multiple Federal agencies.
