HSE Engineer III (Process Safety Management)

Location: Briggs, Texas, United States. The role supports on-site test operations and may require travel between operational facilities, extended hours, weekends, holidays, and off-shift schedules.

What you will do

• Lead HSE and Process Safety Management programs for propulsion testing, hazardous operations, and launch activities.
• Act as the senior safety authority for propellants, cryogenics, pressure systems, hazardous chemicals, energized equipment, and complex test infrastructure.
• Facilitate PHA, HAZOP, What-If, LOPA, JHA, O&SHA, PSSR, and other formal risk assessments.
• Partner with engineering and operations teams on system design, Management of Change, operational readiness, mechanical integrity, and test planning.
• Lead incident investigations, root cause analyses, corrective actions, audits, compliance activities, and safety performance tracking.
• Develop emergency response plans, support incident command and launch/test safety oversight, and mentor HSE personnel and contractors.

Requirements

• Bachelor’s degree in Occupational Health & Safety, Environmental Science, Engineering, Industrial Hygiene, Chemical Engineering, or a related technical field.
• At least 5 years of progressive HSE experience in high-hazard industrial, aerospace, chemical processing, petrochemical, defense, or energy operations.
• At least 3 years of direct Process Safety Management experience supporting highly hazardous chemical or propulsion-related operations.
• Formal training or certification in PHA, HAZOP facilitation, or LOPA, with strong knowledge of OSHA PSM requirements under 29 CFR 1910.119.
• Experience with PHA, HAZOP, MOC, PSSR, incident investigation, emergency response planning, contractor safety, hazardous energy control, confined spaces, cryogenic and pressure systems, and hazardous waste management.
• Must meet U.S. ITAR eligibility requirements: U.S. citizen, lawful permanent resident, protected individual, or eligible to obtain required U.S. authorizations.

Nice to have

• CSP, Certified Process Safety Professional, Certified Hazardous Materials Manager, or equivalent certification.
• Aerospace, launch operations, propulsion testing, chemical processing, explosive, energetic, ordnance, or propellant operations experience.
• Experience with ISO 14001, ISO 45001, mechanical integrity, emergency or incident command, failure review boards, or operational readiness reviews.
• Knowledge of human factors engineering and ergonomic risk reduction.
