TL;DR
Proposal Specialist (EU) (Defence and Security Proposals): Managing tender, RFI, and RFQ responses across European and international defence and security markets with an accent on proposal strategy, compliance, and cross-functional coordination. Focus on writing technical, management, and executive content, coordinating specialist inputs, and delivering compliant submissions under tight deadlines.
Location: Amsterdam, Netherlands; in-office or hybrid with an expectation of generally working at least 3 days per week from the Amsterdam European HQ

What you will do
- Consult with Commercial Directors to vet and evaluate inbound proposal opportunities.
- Own the full lifecycle of tenders, RFIs, RFQs, and other proposal responses from initial review through final submission.
- Write narrative content for technical, management, and executive sections.
- Coordinate contributions from sales, engineering, legal, finance, and subject matter experts.
- Manage proposal plans, timelines, response matrices, gating reviews, compliance checks, and internal review cycles.
- Build and maintain reusable proposal content, templates, past-performance examples, and boilerplate.
Requirements
- At least 2 years of hands-on experience in technology proposal development, preferably in defence, aerospace, or dual-use sectors.
- Familiarity with defence and government procurement.
- Exceptional writing, editing, and content-structuring skills.
- Strong independent organisational and project management skills, including the ability to manage multiple bids and stakeholders under tight deadlines.
- Experience working cross-functionally with local and remote technical and non-technical teams.
- Proficiency in Microsoft Office, SharePoint, Teams, Jira, and Salesforce.
Nice to have
- Experience with defence industrial participation and offset programs.
- Ability to assess offset obligations, develop industrial participation strategies, model offset credit requirements, engage local industry partners, and support compliance reporting.
