Technical Bid Manager

Location: London, UK or Oxford, UK. Flexible working is available, with access to offices in London, Oxford, San Sebastián, and Sydney.

What you will do

• Own the end-to-end bid process, from opportunity scanning, qualification, and capture through submission, award support, and handover to delivery.
• Assess and prioritise UK, European, and Spanish public and collaborative R&D funding opportunities, with awareness of US and Australian routes.
• Lead bid/no-bid decisions, win strategies, technical narratives, compliance matrices, work plans, governance reviews, and approval processes.
• Coordinate technical, product, finance, commercial/legal, delivery, leadership, and external consortium contributors across concurrent deadlines.
• Translate complex technical content, research plans, and product roadmaps into proposals covering technical excellence, impact, commercialisation, risk, and routes to market.
• Manage budgets, partner inputs, quality control, funder clarifications, reviews, reporting, bid libraries, and continuous process improvement.

Requirements

• 5+ years of bid, proposal, grant, or funding application experience, including complex technical, R&D, innovation, or public-funding submissions.
• Proven ownership of successful bids from capture through submission and handover, ideally in deep tech, research, engineering, semiconductor, computing, aerospace/defence, or comparable technical environments.
• Strong knowledge of UK and European innovation funding schemes such as Innovate UK, UKRI, DSIT, Horizon Europe, EIC, or Eurostars.
• Excellent writing, editing, technical content review, storytelling, stakeholder management, organisation, and deadline management skills.
• Understanding of bid budgets, eligible costs, match funding, partner allocations, confidentiality, IP, security, export control, ethics, and subsidy control.
• Working knowledge of Microsoft 365, SharePoint, Teams, CRM/pipeline tools, or proposal management systems.

Nice to have

• APMP, Shipley, or equivalent bid and proposal management training.
• Experience with quantum technologies, semiconductors, cryogenics, electronics, software, AI, high-performance computing, defence, or other advanced R&D sectors.
• Experience with Spanish, US, or Australian innovation funding routes and international research consortia.
• Knowledge of research impact, commercialisation strategy, TRL/MRL frameworks, exploitation plans, and routes to market.
• Spanish language capability or experience working with Spanish-speaking partners and funding bodies.
